Bug fixes

• Fixed some Zois' needs not decreasing properly. Needs that never drop mean Zois never act on them — a quiet bug that hollows out the simulation without an obvious symptom.
• Fixed city vehicle simulation errors — improved further in v0.8.6 later in the month.
• Fixed several crashes and freezes.
